I can think of two main reasons. One being that people get cold feet when it's time. The second is that it's people that intentionally try to waste your time, make meetings so so can't accept anyone else, so you loose work. As in less scrupulous girls, or those girls with people behind them. I think that covers like 90% of the instances. Then there's probably those that do get their jollies from the thought of a meeting, but I think that's pretty few.
